بیانیهٔ افتتاحیه صلاح‌الدین ربانی وزیر امور خارجه

   در «دومین کنفرانس پروسۀ کابل»

بسم الله الرحمن الرحیم

جلالمتآب رئیس جمهور محمد اشرف غنی،

جلالتمآب محمد یوسف کالا، معاون رئیس جمهور، جمهوری اندونیزیا،

جلالتمآب محمد کریم خلیلی، رئیس شورای عالی صلح

رئسای محترم هیئت ها،

خانم ها و آقایان،

 اجازه دهید تشریف آوری گرم همۀ شمارا در دومین نشست پروسۀ کابل برای همکاری های "صلح و امنیت" خیر مقدم عرض کنم.

ما از شرکت هیئت های محترم از کشور های منطقه، جامعۀ جهانی و سازمان های بین المللی ممنون هستیم.  حضور شما مبین تعهد نیرومند تان در راستای حمایت دولت و مردم ما برای دستیابی به صلح پایدار، امنیت و ثبات در افغانستان و منطقه میباشد

به ادامۀ جلسۀ قبلی ما در ماه جون پارسال، تمرکز ما امروز عبارتست از چشم انداز دولت نسبت به صلح و حمایت بین المللی که به ما کمک کند تا به آن صلح دست یابیم، و همچنان نیاز برای تدوین یک ستراتیژی مشترک برای مبارزه علیه تروریزم و مبارزه علیه مواد مخدر تا شود که افغانستان و منطقه را از تهدید تروریزم و جنایت پاک کرده باشیم.

جلالتمآبان، خانم ها و آقایان،

وظیفۀ حکومت افغانستان از آرزو و تقاضای هر تبعۀ افغان منشأ میگیرد که عبارتست از پایان دادن به جنگ و خشونت در وطن ما. ما آرزومندیم از طریق یک تفاهم سیاسی معتبر به این هدف برسیم. تفاهم با آنعده از گروه های مسلح که خشونت را توقف داده و ارتباط خویش را با شبکه های تروریستی فرامرزی قطع نمایند، چون نیروهای ما در مقابل گروه هائیکه هنوز خشونت و خون ریزی را بر آشتی و صلح در مقابل مردم خویش مقدم می شمارند، به نبرد خویش ادامه خواهد داد.

پیروزی واقعی در تلاش ما برای صلح در یک روند صلحی نهفته است که با رهبری و مالکیت افغانها باشد، که باید با تمام نیرو از سوی همسایگان، منطق فراتر و شرکای بین المللی ما حمایت شود.

در حقیقت ایجاد یک اجماع قوی برای حمایت از کوشش های ما در راستای صلح با مخالفین مسلح همچنان برای رسیدن به یک نتیجۀ پایدار از اهمیت حیاتی برخوردار است.  

بدون شک، افغانستان یک کشوری متشکل از اقوام مختلف است، به همین دلیل، رسیدن به یک تفاهم ملی همه شمول نیازمند یک سطح بلندی از تعهد و صداقت سیاسی و رهبری مردم محور میباشد تا شود که همۀ جوامع خویشتن را بحیث جزء انکار نا پذیر نظام بنگرند. نظامی که فرصت های اجتماعی-اقتصادی و سیاسی را به همۀ اتباع خویش بگونۀ یکسان فراهم بدارد. در حالیکه دلایل ریشه ای جنگ و نا امنی دوامدار در افغانستان به بیرون ارتباط دارند، ما بخوبی و کمال میدانیم که هر کوششی برای تحمیل یک نظامی که یک گروه را ترجیح داده و گروه های دیگر را نظر انداز کند، به همبستگی و امنیت اجتماعی ما آسیب خواهد زد.

برعلاوه،  هر اقدامی در راستای به حاشیه راندن گروه های مختلف بیش از پیش کوشش های صلح ما را پیچیده نموده و از ایجاد یک نظام سیاسی همه شمول جلوگیری خواهد کرد که چنین نظامی بنیاد یک دولت معتبر مردم سالار را که برای همۀ اتباع کشور قابل قبول باشد، تشکیل میدهد.

به این ترتیب میتوان گفت که یک افغانستان همه شمول، افغانستان با صلح و صفا است.

خانم هاو آقایان،

در پیشواز از این جلسه، حکومت افغانستان و شورای عالی صلح به یک سلسله مشورت ها در سطح کشور با چهره ها سیاسی، جامعۀ مدنی، علماء، زنان و جوانان پرداخت تا حمایت مردمی را برای یک روند صلح مشروع و نتیجه محور بدست آرد.

با وصف این همه، ما از ماه جون پارسال بدینسو، ارتباط خویش با جوانب جدید را در حمایت روند صلح وسعت داده ایم. در این ارتباط، میخواهم از جلالتمآب محمد یوسف کالا، معاون ریاست جمهوری اندونیزیا که در میان ما امروز حضور دارند، قدردانی کنم. این حضور در ادامۀ دیدار اخیر جلالتمآب رئیس جمهور جوکو ویدودو به کابل میباشد که از ایشان بخاطر حمایت قاطع شان از روند صلح افغانستان ممنون هستیم.

جلالتمآبان، خانم ها و آقایان،

بر علاوۀ حمایت از کوشش های جاری ما در راستای صلح، ما مجدداً از همسایگان و شرکای بین المللی خویش تقاضامندیم تا همکاری های دوجانبه و چند جانبۀ خویش در مبارزه علیه تروریزم و مواد مخدر را بیش از پیش تقویت بخشیم

به مثابۀ یک کشوریکه در خط اول مبارزه قرار دارد، نیرو ها و مردم ما به نمایندگی از منطقه و جامعۀ جهانی بیشترین قربانی ها را در مبارزه با این تهدیدات در هم تنیده متقبل شده اند. بدون تردید، این نشست فرصت بزرگیست برای همۀ ما تا اجماع بین المللی را برای کوشش های مشترک در راستای رزمیدن و شکست دادن گروه های تروریستی و جنایتکار بدون هیچ نوع تفکیک، جان تازه بخشیم.

این کار را میتوان زمانی به بهترین شکل آن انجام داد که ما یک ستراتیژی مشترک برای رسیدگی به این چالش های مهم امنیتی که با ملت های ما دست و گریبان است، داشته باشیم. جلالتمآب رئیس جمهور غنی تا لحظاتی چند، چشم انداز افغانستان برای صلح را با یک نقشۀ راه رسیدن به آن و همچنان نیاز به گسترش همکاری امنیتی برای دستیابی به موفقیت مشترک، به بحث خواهد گرفت.

ما چشم براه اندوخته های ارزشمند شما در جریان جلسۀ امروزی هستیم.

Opening Remarks by Salahuddin Rabbani, Minister of Foreign Affairs of Afghanistan at the second meeting of the Kabul Process

Excellency, President Mohammad Ashraf Ghani,

Excellency, Mohammad Jusuf Kalla, Vice President of the Republic of Indonesia,

Excellency, Mohammad Karim Khalili, Chairman of the High Peace Council,

Distinguished Heads of Delegations,  

Ladies and Gentlemen,

Please allow me to warmly welcome you all to the second Meeting of the Kabul Process for “Peace and Security Cooperation.”

We are grateful for the participation of delegations from the regional countries, the international community, and international organizations. Your presence here today is  a clear reaffirmation of your strong commitment to helping our Government and people achieve lasting peace, security, and stability in Afghanistan and the region.

Building on our first Meeting last June, today, we will focus on our Government’s vision for peace; regional and international support to help us achieve peace; as well as the need for adopting a common counter-terrorism and counter-narcotics strategy to rid Afghanistan and our wider region of the terrorist and criminal threats. 

 

Excellencies, Ladies and Gentlemen,

The Government of Afghanistan is mandated by the desire and demand of every Afghan citizen to end many years of conflict and violence in our country. We wish to achieve this goal through a credible political settlement with those armed groups that renounce violence and cut ties with transnational terrorist networks, as our forces will continue battling to defeat those that choose violence & bloodshed over reconciliation and peace with their own people.

Genuine success in our quest for peace rests on an Afghan-led and Afghan-owned peace process, which must be strongly supported by our immediate neighbors, our wider region, as well as our international partners.

Indeed, building a strong national consensus to support our peace efforts with armed opposition is also essential to a sustainable outcome. 

Undeniably, Afghanistan is a multiethnic country, therefore, reaching an all-inclusive national settlement requires the highest level of political integrity and altruistic leadership, in order to help all communities see themselves as an integral part of the system. A system that provides equal socio-economic and political opportunities to all citizens. While the root-causes of conflict and prolonged insecurity in Afghanistan are external, we know full well that any attempt to impose a system or order that prefers one community and ignores the rest will be detrimental to our social cohesion and security.

Moreover, any move to marginalize diverse communities will further complicate and prolong our peace efforts and prevent the establishment of an all-inclusive political system that lays the foundation for a credible democratic system, acceptable to all citizens.

That is why it is correct to say that an inclusive Afghanistan is a peaceful Afghanistan.

Ladies and Gentlemen,

In the lead-up to this Meeting, the Afghan Government and High Peace Council (HPC) engaged in nationwide consultations with political figures, civil society, the clergy, women and youth to bolster public support for a legitimate and results-oriented peace process.

Moreover, since last June, we have broadened the scope of our engagement with additional partners in support of the peace process. In this light, I wish to recognize the presence of His Excellency Mohammad Jusuf Kalla, Vice President of the Republic of Indonesia, among us today. This follows the recent visit of His Excellency President Joko Widodo, to Kabul to whom we remain grateful for his firm support of the Afghan peace process.  

Excellencies, Ladies and Gentlemen,

In addition to support for our ongoing peace efforts, we renew our call on our neighbors and international partners to further strengthen our bilateral and multilateral counter-terrorism and counter-narcotics cooperation.

As the frontline state, our forces and people have made the ultimate sacrifice to fight these intertwined threats, on behalf of our region and the broader international community.  Indeed, this Meeting is a significant opportunity for all of us to reinvigorate international consensus on joint efforts to fight and defeat terrorist and criminal networks with no distinction.

This can be achieved best when we adopt a common strategy to address these critical security challenges that confront our nations. H.E. President Ghani will shortly discuss the Afghan vision for peace with a roadmap to achieve it, as well as the need for increased security cooperation for shared success.

We look forward to your valuable inputs throughout our Meeting today.
